Manager, Emergency Response and Planning

SJIAA is currently looking for a Manager, Emergency Response and Planning. Reporting to the Director, Operations, the Manager is responsible for planning, organizing, directing, and controlling the airport's Emergency Services and Emergency Planning programs. The Manager is also responsible for providing managerial leadership and technical guidance to the Fire Captains and staff of the Emergency Response and Planning department. This position requires extensive knowledge of Canadian Aviation Regulations, policies, and standards applicable to airport emergency response and emergency planning.
The Manager contributes technical insight and leadership expertise to the business planning process in the development and implementation of emergency response and planning practices to ensure efficient utilization of resources. This position ensures the achievement of Board mandated strategic objectives that are related to emergency response and planning functions. The Manager represents SJIAA and the Director, Operations as required.
KEY RESPONSIBILITIES

Determine key Emergency Services and Planning departmental priorities and objectives.

Provide management and technical expertise to the CEO and Senior Leadership Team as a valued member of the team.

Develop and implement the SJIAA Airport Emergency Plan and Chair the Airport Emergency Planning Committee.

Develop Emergency Response and Planning policies and procedures in accordance with Canadian Aviation and other applicable regulations.

Provide direct oversight and prioritization of all department activities to ensure that all applicable regulatory and training requirements are being met.

Prepare and administer the Emergency Response and Planning operating and capital budgets.

Interpret and apply all relevant Government of Canada legislation, policies, codes and regulations and associated training requirements.

Develop and maintain the Airport Emergency Evacuation Plans for Airport Authority owned facilities as required by regulation.

Develop, implement and evaluate Incident Command and On-Scene Controller systems for airport emergency responses to function integrally with other mutual aid organizations.

Review commercial aircraft flight movement statistics as required to determine the critical category for firefighting as required by Canadian Aviation Regulation.

Represent the Airport Authority with the City of St. John's, federal, provincial, private and city emergency response agencies on all emergency response matters, including regulatory matters.

Develop and monitor the implementation of the airport's Fire Prevention and Inspection Program.

Coordinate all tabletop and full-scale exercises as per the Canadian Aviation Regulations.

As the ideal candidate, you bring at least five years' experience in the management of emergency response and emergency planning activities. You have knowledge of Aircraft Crash Firefighting and Rescue techniques and experience in the implementation and management of computerized emergency response, emergency planning and fire prevention and inspection systems. You have a demonstrated ability to plan, organize, develop and manage budgets, and effectively lead and motivate a diverse workforce. Your presentation skills are well developed, and you are a superb communicator, both verbally and in written form. Experience working in a unionized environment will be considered an asset.
