Position Overview
The Payroll Clerk will be responsible for maintaining accuracy, adhering to tight deadlines and ensuring that Canstar’s bi-weekly payroll is completed. To be successful as a Payroll Manager you must be comfortable working with numbers and communicating with other departments. Excellent attention to detail and organizational skills, ability to multi-task and a can-do attitude are all key.
Duties & Responsibilities:
Payroll

Prepare and process bi-weekly payroll for over 300 salaried and hourly employees. Apply bonuses, incentives, draws and perks on regular and ad-hoc basis.

Maintenance of employee data including new hires, termination documentation, and internal staff changes

Maintains a wide variety of payroll information, files, and records in written and electronic formats for the purpose of providing an up-to-date reference and audit trail for compliance.

Processes employee terminations and process ROEs

Maintain records of employee attendance, leave, and overtime

Respond to payroll and benefit related enquires from employees and managers. Educate all levels of the organization on payroll laws and regulations

Communicate with employees and managers to ensure deadlines are met

Lead and support the migration of payroll with any future subsidiaries and acquisitions made by Canstar LP.

Collaborate with finance/payroll representatives for consistency and efficiency.

Aligns departmental objectives with overall corporate direction to offer optimal payroll services.

Develops and refines payroll processes to ensure delivery of pay and related information to employees in a timely manner, as well as to ensure compliance with all applicable laws, regulations, and union contracts.

Manages year-end activities including Audits, T4 related activities and CRA remittances

Keep current on Provincial and Federal changes i.e. tax rates and labour laws
Benefits

Oversee benefit administration, processing and rate changes

Complete market research to ensure benefits are cost effective and competitive

Implement processes to improve benefit administration efficiencies

Coordinate with third-party advisors and benefit carriers on changes to the plan

Approve RRSP and health benefit reconciliations, submissions and transfers.
Systems Administration
-
Ensures systems are in place to accurately capture and process payroll information, such as time sheets, direct deposits, wage attachments, benefits, etc.

Be the subject matter expert for all payroll processing systems, maintaining training and regular education to improve the HRIS

Act as liaison with HRIS vendor to address and resolve issues and discrepancies.

Assist with any implementation or system configuration changes

Run and build reports in BI, supporting business decisions as it relates to our employees and payroll
Leadership

Oversee benefit/payroll staff, as well as human resource staff in the absence of an HR leader

Provides leadership to the payroll team to ensure the efficient and accurate processing of all payrolls.

Ensure team members receive regular training and coaching to ensure adequate vacation coverage

Manages workload, projects and priorities of payroll team to maximize efficiency and meet operational requirements.

Actively build positive working relationships and rapport with department managers and the HR team

Live and lead company values in communication, service and support within the team. Re-enforce and recognize the team on a regular basis and performance manage and issues appropriately.

Other important attributes of the Canstar Payroll Manager are:

Post-secondary degree with advanced payroll and accounting courses.

A minimum of ten (10) years of experience in handling complex, multi company payrolls.

Completion of Canada Payroll Association Payroll Compliance Practitioner certificate.

Completion of or enrolment in Canada Payroll Association Certified Payroll Manager certificate.
-
Minimum of five (5) years in supervisory role.

Strong computer skills including Microsoft Office suite (Outlook, Word, Excel) and the ability to type 40+ words per minute accurately

Team player with an eye for detail and focus on accuracy

Strong customer service skills

Knowledge of employment law and provincial regulations
